Preliminary note

This memo refers to a number of new notions and concepts and, therefore, uses a number of neologisms. They are marked by the sign "[*]" and are included in a glossary in Appendix A.

Introduction

Ce mémo traite du futur de l'internet, c'est à dire à quoi l'internet sera confronté, pour en déduire comment l'aborder.

Quel Internet

Il considère l'internet de quatre points de vue, ceux des :

• chercheurs : l'introduction possible à plus ou moins courte échéance de solutions nouvelles
• ingénieurs : la documentation d'une continuité de services au sein de l'écosystème numérique global
• opérateurs : l'infrastructure d'équipements, de logiciels, et d'informations déployée pour assurer cette continuité.
• utilisateurs : la facilitation cognitive numériquement apportée aux cerveaux naturels et artificiels.

Introduction

This memo discusses the future of the Internet - that is, what the Internet will face - in order to deduce as to how to deal with it.

Which Internet

It also considers the Internet from four points of view that are held by:

• Researchers: the more or less short-term introduction of new solutions
• Engineers: the documentation of a continuity of services within the overall digital ecosystem
• Operators: the equipment, software, and information infrastructure that are deployed to ensure the abovementioned continuity
• Users: the cognitive facilitation that is digitally brought to natural and artificial brains.

Cette continuité est assurée par la coopération d'une multitude d'opérateurs dont les réseaux sont concaténés ["catenet", Louis Pouzin, 1972] aux trois niveaux de services :

• de base : l'interconnexion des bandes passantes supportant l'échange des signaux (télécommunications),
• à valeur ajoutée : l'interopérabilité des contenus de données passives (internet), ambiantes et actives (interplus [*])
• étendus : l'interintelligibilité sémantique qui facilite l'intercompréhension (intersem).

This continuity is insured by the cooperation of a multitude of operators whose networks are concatenated ["catenet", Louis Pouzin, 1972] at the three levels of services:

• basic services: interconnection of the bandwidths that support the exchange of signals (telecommunications),
• value-added services : interoperability of passive (Internet), ambient, and active contents (Interplus [*])
• extended services: the semantic interintelligibility that facilitates intercomprehension (Intersem).

Audience visée

Ce mémo concerne donc :

• ceux qui doivent [RFC 3935] : (1) concevoir, (2) utiliser, (3) gérer et donc (4) faire évoluer au mieux leur propre réseau réel (FAI, extranets, intranet) ou virtuel (externets[*], internefs[*]) au sein de l'inter-réseau global,
• et ceux qui, comme l'IETF, les responsables publics, la société civile, ou les organisations de consommateurs, etc. doivent les influencer pour que ces quatre fonctions soient méthodiquement harmonisées et optimisées au service de la diversité quasi infinie des espaces relationnels de tous ordres.

Targeted audience

Therefore, this memo concerns:

• those who must [RFC 3935]: (1) design, (2) use, (3) manage and, therefore, (4) make their own real (ISP, extranet, and intranet) or virtual networks (externets [*], internefs [*]) within the global inter-networking evolve better,
• and those, such as the IETF, public officials, civil society, or consumer organizations etc., who should influence them in order to have these four functions methodically harmonized and optimized in order to best serve the quasi infinite diversity of the relational spaces of any order.

Leur rôle spécifique de gouvernance de l'administration technique et opérationnelle de l'internet sera identifié sous le nom d'adminance [*] : l'adminance de l'internet.

Their specific role in the governance of the operational and technical administration of the Internet is identified by the term adminance [*]: the Internet Adminance.

Le but

Son propos est de définir, à partir des quatre préoccupations citées (conception, utilisation, gestion, évolution), de la pleine ouverture multilinguistique en cours et de la convergence numérique autour de l'Internet, un cadre de travail où le contexte de chaque projet d'adminance pourra être concrètement repéré et s'articuler dans son intrication globale.

The aim

Its purpose is to define, from the four cited concerns (design, use, management, and evolution), the current multilingual full opening, and the digital convergence around the Internet, as a framework where the context of each adminance project will be specifically located and articulated in its global entanglement.

Son fondement sera la consolidation de l'expérience acquise par les trois technologies successivement utilisées pour le réseau international à commutation de paquets (Tymnet-ISIS - X.25/75-OSI - Cyclades et Internet) et des synthèses faites par les RFC1958 et RFC3439 qui ont accompagné son passage de grand à très grand système. Son contexte est maintenant celui du phénomène artificiel de portée universelle qu'a maintenant atteint ce réseau par son concept, son échelle, et sa pénétration.

Its basis is the consolidation of the experience obtained with the three technologies that have been successively used by the international packet switching network (Tymnet-ISIS - X.25/75-OSI – Cyclades, and the Internet) and of the summaries made by RFC1958 and RFC3439, which accompanied its passage from a large to a very large system. Its context is now that of the artificial phenomenon of the universal scope that this network has now reached, by its concept, scale, and penetration.

Ce mémo reconnait à l'internet une évolution double comme étant :

• téléologique, c'est à dire une évolution guidée par son adminance,
• et téléonomique, c'est à dire une évolution et une écologie qui lui sont devenues propre en raison du nombre maintenant trop important de parties prenantes pour strictement associer telle ou telle action à telle ou telle conséquence.

Presentation

This memo recognizes the dual evolution of the Internet as both:

• teleological, or in other words an evolution guided by its adminance, and
• teleonomical, or in other words a self-evolution and an ecology of its own, due to the now excessive number of its stakeholders to strictly associate this or that action to this or that consequence.

C'est pourquoi il suivra un ordre thématique d'ingénieur, selon la RFC 1958 qui souligne bien que le principe premier de l'architecture de l'internet est une constante capacité d'adaptation (principe de changement constant). Comme la RFC 3439 il se posera la question du principe principal de l'architecture d'un très grand système et y répondra, à une échelle maintenant plus importante encore, par la proposition d'un principe fondamental. Il en déduira une méthodologie qui permettra de tirer avantage des acquis techniques de l'Internet, tout en permettant de constamment l'adapter, sans solution de transition, aux attentes et aux nécessités de sa croissance et de son adminance.

Therefore, it will follow an engineer's thematic order, according to RFC 1958, which emphasizes that the first principle of the Internet architecture is a constant capacity for adaptation (the principle of constant change). RFC 3439 will raise the issue of the main principle of such a very large system architecture and will respond, now at a still larger scale, by proposing a fundamental principle. It will deduce from this a methodology that will enable the taking advantage of the technical achievements of the Internet, while allowing for its constant adaptation, without transition breaks, to the expectations and needs of its growth and adminance.

Il appliquera cette méthodologie à l'extension de l'Internet actuel vers la finalisation de la strate "contenus" pour un support des contenus ambiants et actifs (Interplus) nécessaire à l'ajout formel de la strate sémiotique (Intersem) en continuité architecturale.

It will apply this methodology in order to extend the current Internet towards the finalization of the "content" stratum for the ambient and active content support (Interplus) that is necessary for the formal addition of the semiotic stratum (Intersem) in an architectural continuity.

La thèse de ce document

Ce faisant ce mémo s'en tient à la thèse, peut-être surprenante, que, convenablement appréhendé, l'héritage Internet de l'IETF, s'il est bien compris, comme vient de le commettre l'adoption d'IDNA2008, est son meilleur successeur, apte à répondre aux besoins actuels et futurs de ses utilisateurs. Cette thèse reconnait qu'il existe bien des choses à faire évoluer, ou même à changer, mais ceci peut se faire de façon découplée, sans devoir d'abord changer l'architecture d'une couche plus basse pour ajouter à l'architecture de couches plus hautes. Il se peut même que la meilleure prise en compte d'une couche plus haute clarifie et stabilise une couche plus basse qui était mise en question.

The thesis of this memo

In so doing, this memo supports the, perhaps surprising, thesis that a properly understood IETF Internet legacy, as was just committed to by the adoption of IDNA2008, is its best own successor, fit to meet the current and future needs of its users. This thesis recognizes that there are many things that need to evolve or even change, but this can be done in a decoupled manner, without having to first change a lower layer of the architecture in order to add to the architecture of the upper layers. It might even be that a better accounted for higher-layer could clarify and stabilize a lower layer that is called into question.

Il en résulte que la première, la plus importante et sans doute la plus difficile de ces évolutions est celle d'une acceptation des émergences de la technologie actuelle par ceux-là même qui l'ont développée. La question, déjà clairement identifiée lors du débat final sur IDNA2008, est celle de soit les prendre en compte avec leur possibles vastes changements, ou de chercher à les interdire. Ceci est un gage de forte mise en question des propositions nouvelles qui ne peut que servir à leur meilleure expression et à leur validation, mais qui montre aussi le besoin d'une structure d'adminance de l'Internet qui puisse en consulter les structures de Gouvernance.

It follows that the first and largest, and arguably the most difficult, of these developments is that of the acceptance of the emergences out of the current technology by the very people who developed it. The issue, already clearly identified in the final debate on IDNA2008, involves managing or seeking to prohibit their possibly large resulting changes. This is a guarantee of the strong questioning of any new proposals, which can only lead to their best expression and validation, but also shows the need for an adminance structure for the Internet that could consult its governance structures.
