Triple TATWEEL question

Vint Cerf banned several france@large members from Harald Alvestrand's mailing list used by the WG-IDNABIS for not adhering to the consensus he had declared over this triple question:
- should the TATWEEL arabic character be removed from the Internet character space, at protocol level?
- could this decision be taken by the IETF engineers alone?
- should this happen at the protocol level?
Such a consensus would have created a precedent permitting the WG to claim legitimacy in deciding in any other case, for any natural language. Such as the French language case where protocol level would impose the ASCII case non-sentiveness, what is not acceptable since the French semantic depends on case sensitiveness.
The technical solution france@large proposed was to respect the Charter, i.e. not to remove anything at protocol but at application level.
